Night’s Black Agents leans hard into its premise of playing burned spies on the run against an enemy Conspiracy, whereas OP wanted members of an organization. It’s a stellar game, but off topic enough that I didn’t mention it. It is able to lean hard but I don't think it's a no-sell. I've played it within an organization and without being 'burned spies', and it worked fine. That might have been GM rather than the mechanics, but it didn't seem like it.
